The High Authority organized the annual meeting of the European Lobbying Registrars’ Network

On November 18, 2021, the European Lobbying Registrars’ Network held its annual meeting online. Since last April and for two years, the High Authority holds the secretariat of this forum for exchange between European regulators in the field of lobbying supervision. Created in 2018, the network has 12 members.

The annual meeting was opened with an introductory speech by the President of the High Authority, Didier Migaud, who underlined the importance of this network for exchanging best practices between regulators of interest representation. Didier Migaud reviewed the activities undertaken by the secretariat and then welcomed two new members: Serbia and the Council of the European Union, which joins the network as a member of the secretariat of the European Union transparency register. Germany, whose lobbying register is expected to enter into force in January 2022, attended the meeting as an observer.

The secretariat of the European Union transparency register presented the recent changes to its register. The Serbian anticorruption authority then presented its framework. Thematic discussions followed on lobbying control procedures, with presentations from the Scottish Parliament Lobbying Register and the Standards in Public Office Commission of Ireland.

Members then discussed the reuse of data by citizens and educational efforts around lobbying regulation. The High Authority presented its webpage « Lobbying – all you need to know about the representation of interests« .

Eventually, members discussed taking into account the influence of foreign governments in the regulation of lobbying.
