The High Authority for Transparency in Public Life publishes its 2024 activity report
On the occasion of a press conference held on 26 May 2025, Jean Maïa, President of the High Authority for Transparency in Public Life, presented the institution’s activity report for the year 2024. This report reflects a particularly intense year, marked by an unprecedented political context and exceptional mobilization of the High Authority’s services.
The activity of controlling the declarations of public officials was directly impacted by the major political events of 2024. This led to an unprecedented influx of declarations, up by more than 40% compared to 2023, as well as an increased need for support. The High Authority thus received 13,103 declarations, of which 5,122 were checked. These checked resulted in more than 1,000 follow-ups, 99 formal notices, and 27 referrals to the judiciary for failure to submit declarations. Furthermore, 4.1% of public officials received reminders of their obligations, and 0.4% committed breaches that could constitute a criminal offense.
The control of revolving-door movements between the public and private sectors intensified in 2024, with a record number of cases. The High Authority was referred 751 professional projects, compared to 418 in 2023, and issued 639 opinions. Of these, 95.5% were compatibility opinions, with 74.3% accompanied by reservations Incompatibility opinions accounted for 4.5% of the total. The High Authority also issued 293 opinions as part of the pre-appointments to ministerial cabinets, as well as 336 opinions on professional projects to the private sector, 30 of which concerned former members of the Government. Finally, ten opinions were issued on projects involving the combination of activities related to the creation or takeover of a business.
The regulation of lobbying remained robust in 2024. As of 31 December 2024, 3,215 entities were registered in the directory. Among the 2,618 entities required to declare their activities before 31 March 2024, 59% did so within the legal deadline. This rate rose to 89% after a first amicable reminder. Following this, 129 notifications of non-compliance were sent, resulting in 47 formal notices and one referral to the judiciary. In parallel, the High Authority conducted 75 checks targeting entities not registered in the directory, as well as 37 checks concerning the annual declarations of registered entities.
In its activity report, the High Authority makes several proposals for changes to the framework governing its missions across all areas of competence.
The High Authority is currently fully mobilized in preparation for the entry into force, scheduled for 1 July 2025, of the new digital register dedicated to foreign influence activities, for which it has been given responsibility by the law of 25 July 2024, on the prevention of foreign interference in France. To ensure full efficiency in its current and future missions, the High Authority requires a stronger technical, human, and financial resources as a cornerstone of integrity in the public sphere. These missions make an essential contribution to public transparency and the prevention of conflicts of interest and, in doing so, to the independence and effectiveness of public action.
