The High Authority at the OECD Global Anti-corruption and Integrity Forum

From March 26 to 27, the High Authority took part in the Global Anti-corruption and Integrity Forum, organized by the Organisation for Economic Cooperation and Development (OECD), as well as in the Working Party of Senior Public Integrity Officials (SPIO).

Every year, the OECD organizes this forum, which brings together representatives of governments, international organizations and civil society, enabling them to exchange views on reforms and best practices in the field of integrity and the fight against corruption.

This 12th edition was held under the theme « Designing our future with integrity » was marked by the launch of the first edition of the OECD Anti-Corruption and Integrity Outlook 2024. This new publication, based on data from the OECD’s Public Integrity Indicators, encourages OECD countries to strengthen and modernize their integrity and anti-corruption frameworks to address new risks linked to the green transition, artificial intelligence and foreign interference.

Speakers at the opening of the Forum included Saara Kuugongelwa-Amadhila, Prime Minister of Namibia, Maia Sandu, President of Moldova, Parnpree Bahiddha-Nukara, Minister of Foreign Affairs of Thailand, and François Valerian, Chairman of Transparency International.

The French Minister of Justice, Eric Dupond-Moretti, also made a speech to mark the 25th anniversary of the OECD Anti-Bribery Convention.

The Minister of Justice of Ukraine, Denys Maliuska outlined his country’s efforts to strengthen its anti-corruption framework and meet international standards.

As part of a panel discussion on artificial intelligence and the lobbying framework, the High Authority presented the French lobbying framework and the use of its « HAL » tool to help interest representatives declare their interests. This software helps to improve the quality of declarations by establishing minimum drafting rules (number of words, list of verbs classified according to their « quality », etc.).

Following the Forum, the High Authority took part in a meeting of the Working Party of Senior Public Integrity Officials (SPIO). The Group discussed Public integrity in migration management and the importance of transparency registers in strengthening the fight against foreign interference. The work of the taskforce on the indicators developed by the OECD to measure public integrity, of which the High Authority is a member, was also presented to the members.
