Reception of a Vietnamese Delegation
On June 14th, 2017, a delegation of seven Vietnamese representatives, led by President of the Academy of Politics and Public Administration (HMCA) Mr. Nguyen Xuan Thang, met with the High Authority during their study visit to France. The objective of their visit, which was organized by Anh Vu, the counselor to the Vietnamese Embassy in France and which was then followed by a visit to Sweden, was to initiate dialogue with institutions from European countries, with which partnerships or trainings could be organized on three subjects: transparency in public life, the fight against corruption, and the modernization of public action.
The reception of this delegation by the High Authority is part of a larger context of future reforms on the matter of transparency in public life in Vietnam. The President of the Academy emphasized that the establishment of procedures for the declaration of assets of public officials is from now on a priority in Vietnam.
Addressing the objectives set by Mr. Nguyen Xuan Thang, Ms. Emilie Cazenave, international partnerships officer at the High Authority, presented the genesis and the objectives of the High Authority, its missions of control of assets and interests of the 15,800 highest-ranking public officials in France, and its role of prevention of conflicts of interest.
These exchanges allowed for the discussion of methods of control used by the High Authority and its institutional partners (fiscal administration, judiciary authorities, etc.), the resources granted to the High Authority, the different procedures for publication of statements of assets and/or interests, and the mechanisms of alerts and authorization of organizations of civil society.
