Entry into force of the framework for regulating foreign influence in France
The register on the transparency of foreign influence activities, which is managed by the High Authority for Transparency in Public Life under the law of 25 July 2024, has been effective since 1 October 2025.
This dedicated register will list individuals acting on behalf of a foreign principal (i.e. Registration is required for any power outside the European Union, a company that controls or finances as a majority shareholder, or a non-European foreign political party. From January 2026, these same persons will then be required to declare any actions they have taken towards public officials or public opinion to influence or attempt to influence a public decision or the conduct of public policy.
Starting 1 October, the online service enabling concerned individuals to register on the register is available online, in accordance with the implementing decree of 31 July 2025. The High Authority reminds those concerned that they have 15 working days from the date on which the conditions for registration are met to do so.
The data in the register intended for publication will soon be made available to citizens on the HATVP website, in line with the principle of transparency that guides the High Authority in carrying out its missions.
The campaign for the declaration of foreign influence activities and related resources will begin in a second phase, starting in January 2026. This data will also be made public.
As a reminder, the law of 25 July 2024 entrusts the High Authority with two new missions : to create and manage a register of influence activities carried out on behalf of a foreign principal and to examine the risk of foreign influence that could be posed by revolving door movements of the most senior public officials.
The entry into force of this new framework reaffirms that, in order to be legitimate, lobbying activities must be transparent: citizens will now be able to know who is seeking to influence public decisions or policies, by what means, and in what direction. Taking this step further will lead to greater integrity in the public sphere, which will help to strengthen democracy.
