2025 Activity Report and Comprehensive review by President Jean Maïa
During a press conference held on 28 May 2026, Jean Maïa, President of the High Authority for transparency in public life, presented the institution’s 2025 Activity Report as well as a new report entitled ‘The HATVP, twelve years dedicated to public integrity – review and recommendations’.
These two publications reflect a year marked by the High Authority’s sustained activity, the growing importance of new responsibilities relating to the transparency of foreign influence, and a broader reflection on the evolution of the French system for safeguarding the integrity of public life.
A renewed activity report, focusing on the presentation of the institution’s doctrine
The 2025 Activity Report, presented in a new format, puts particular emphasis on the doctrine developed by the High Authority in the course of its work.
It provides insights into the practical application of ethical rules, the prevention of conflicts of interest, the regulation of movement between the public and private sectors, and the oversight of lobbying activities.
The expansion of the new regulation mission of foreign influence
The year 2025 was also marked by the growing importance of the new mission entrusted to the High Authority under the Law of 25 July 2024 on the prevention of foreign interference in France. Since 1 October 2025, lobbyists acting on behalf of a foreign principal have to submit the declarations required by law to the High Authority.
By the end of 2025:
– nearly 50 organisations were in contact with the High Authority regarding their potential inclusion in the foreign influence register;
– around 30 revolving doors’ situations had already been subject to an analysis of the risks of foreign influence.
A particularly high volume of monitoring activity in 2025
In 2025, within a context of continued intense institutional activity, the High Authority examined:
– 5,795 declarations of assets and interests;
– 641 opinions on revolving-door movements between the public and private sectors.
A comprehensive review and 43 proposals to strengthen public integrity
Upon taking up his new mandate, Jean Maïa has sought to reflect on the High Authority’s twelve years of existence by publishing a comprehensive review of its framework for action.
Based on consultations with numerous public officials, judges, academics, journalists, lobbyists and ethical advisors, this report sets out 43 proposals aimed at strengthening the consistency, clarity and effectiveness of the French system for preventing breaches of integrity in public life.
Among the proposals put forward is, in particular, a change to the institution’s name to the ‘High Authority for public integrity’, in order to reflect the gradual expansion of its missions since its creation and its role as a trusted third party between citizens and public officials.
